Unzip the two files, open the folders, copy all files into the root of your MicroSD card

Insert your R4isdhc dual core card into your Nintendo console 3DS/3DS XL(system version lower than 7.0.0-13U) or DSi/DSi XL/DS Lite/DS

Then power on your console, choose the upgrade file and press A to update the R4isdhc dual core card firmware. After it is finished, you can put your games in your memory card and run your games on 3DS or 3DS XL V7.0.0-13U.
